Toby lives on the North Downs above Purley.
He has been on the HSLD committee since September 2010, and was previously Chair, 2011-2014 and 2015-2018, and Membership Secretary 2014-2015 and 2018-2019.
He was Chair of party's Associated Organisation Review Group, which manages the relationship between the party and recognised groups run by party members, from 2016 until early 2019.
Toby has also been a ward organiser in Tom Brake's constituency of Carshalton & Wallington since 2016.
He has been a deliverer, paper candidate, ward organiser, committee member and Membership Development Officer in many area parties over the years, with the Liberal Democrats and before that with the Social Democratic Party.
